Are you trying to paint a design on them? Just change the overall color? What is your intended outlook?

I don't know much about what kind of paint would work best, or even if this might end up working out (maybe with something on top to seal it?), but for a two-tone kind of thing you might just find an appropriate shade of purple and then thin it out with water. I've done some painting, and that's pretty much what you do to achieve gradation (shading) when you're working with paint, you take the straight color and mix it with whatever thinner is soluble with your paint (water for acrylic or tempera, oil for oils). That way your boots don't just end up purple. The thing about it is that a lot of paint would probably end up washing off if you don't have a way of sealing it, though that might also be to your benefit if you try it and want to start over. For actual advice about what paint would be best and how to seal it (if applicable), I don't know, sorry.
