Mustard green is too yellowy - what you're looking for is more of a bottle green. Remember that while it is green, it looked almost black on screen, so you want it to be fairly dark.
I have the costume myself, but I bought it off the internet and it was black unfortunately - I am hoping to make my own green one at some point to replace it.
As for the lining, I can't remember off hand what it should be, but dwcosplay.livejournal.com has a good breakdown of the whole costume so that probably says what colour to make it.

You have got to love movie lights changing colors on a costumes. I had the same issues when I did Padme's dress from EP 3. Apparently it was a blue, but I like purple...So it became purple.

Are you looking to do a crossplay, or a more 'femme' version, pattern-wise? (Laughing Moon makes nice patterns. I also suggest I'm in the process of making an Eight and found a really lovely dark green velvet, no wool. I'll get the info on it dug up for you. As for the lining, it seems to be a cotton broadcloth of a similar color.

Because I'm a 2x/borderline 3x(got to work on getting back to a 1x or XL size) most female patterns are never true to the plus size they list. I have found most male patterns work best for me as it means I don't need to go bonkers having to resize or alter female patterns. For my 6th coat the woman made me 2 versions. A fitted and a non-fitted male version. Because the pattern had no proper guidelines I went in blind as a bat and I'm glad I used the male version because she had some issues which left me unhappy from no drat placements for the sleeves(nightmare and many hours of feuding with a 70yr old woman who has more experience than I.) That and my front lapels we're far to small and the panels for the peach and purple.
I have no issues doing crossplay, honestly I prefer to do crossplay as I have 2 friends who can cinch me into my corsets pretty good and that pushes down, 'the girls' and other things. Helps to fix the back as well, so no back pain.

You're going to be looking for an olive green velvet. One thing I've been experimenting with is taking a black silk velvet (http://www.dharmatrading.com/fabric/silk/black-silk-rayon-velvet-45-inch.html?lnav=fabric_silk.html) and dyeing the pile olive green (http://www.jacquardproducts.com/procion-mx.html) which gives it either a green or black look depending on the strength and angle of the lighting and can also appear brown depending on the color of the light, like it does in these promotional pictures: www.bbc.co.uk/doctorwho/classic/gallery/tvmovie/index.shtml. Otherwise, this www.goldensilks.com/silk-velvet--deep-olive-45qu.html is a gorgeous fabric that would make an excellent 8th Doctor frock coat (although it is a bit pricey). I can also hook you up with some beautiful dark olive silk for the lapels as well, if you like. Two things worth noting are that there are no buttonholes anywhere on the coat, and the lining is a matelassé type fabric with a large scale sort-of-fern-like pattern in a lighter olive color.
